Prefetch is executed one by one in a cache task, and when cache space is full, prefetch will stop (otherwise it will replace cache data which was just prefetched, leading to a waste). In your case, the L1 cache is only about 1.5GB and after prefetching data for C drive, the remaining free cache space is about 40MB, less than 64MB which is minimum value to start prefetch.
