Is your version of Windows 7 x64 a standard version or have you modified it using software like 7Lite? (if so, you may have removed a needed component, try a standard version).
Another option is to disable driver signing (alternative methods here)- this shouldn't normally be needed, but it could be that the driver signature check is failing on your system.
If neither of these options apply, then look for a SetupAPI.dev.log file in the %SystemRoot%\inf folder, open it with Notepad, and paste the contents in your next post. That should provide support with enough information to find out what is going wrong.
